Can your vehicle benefit from an exemption?

If your vehicle doesn’t meet the access criteria then it isn’t authorised to drive in the LEZ. However, some vehicles benefit from an exemption. See the list of vehicles eligible below.

Your request can be made at the earliest 6 months before your vehicle is no longer allowed to enter the LEZ. to find out your vehicle's due date, check our "Calendar"

Foreign-registered vehicles

You must first register your vehicle, before applying 

Processing the request

Once submitted, the exemption request is processed within 69 days of receipt. If it is accepted, you will receive confirmation by post if you live in Belgium or by email if you live abroad

  • No answer after 69 days? Your request is considered refused and your vehicle is not authorised to drive in the LEZ.
  • Please note: if you haven’t received confirmation of your exemption, you might be fined

Exemption validity

  • Automatic exemptions are permanent
  • Exemptions upon request are valid for five years (renewable) provided that the conditions are met
  • The temporary exemption for vehicles ordered in 2025 and delivered in 2026 is valid until 30/06/2026.

Renewal 

  • Submit your request at least 3 months before the expiry date
  • No expiry reminders are sent

Fleets of more than 20 vehicles?

Companies with more than 20 vehicles can apply for a "mass" exemption by contacting Brussels Fiscality.

Vehicles that can benefit from an exemption

Vehicles ordered in 2025 and delivered in 2026

Vehicles that no longer meet the LEZ access criteria following the 2025 milestone, but whose owner has ordered a new compliant vehicle that will be delivered in 2026.

Procedure:

  • Have your registration certificate ready
  • Complete the form below
  • Attach a copy of the order form, which must be signed before 31/12/2025
  • The exemption request can be made until 31/12/2026 with retroactive effect

The exemption is valid until 30/06/2026.

Disabled parking card holders

Vehicles can be exempt from the LEZ if the license plate holder or someone at the same address has a special disabled parking card, as specified in Article 27.4.3 of the Highway Code. This exemption applies as long as the vehicle registration is linked to the card. The exemption is limited to one vehicle per card. 

Procedure:

Parents of a child with a disability

Vehicles for which the licence plate holder is registered as the hosting parent in the population registers OR in the register of foreign nationals OR is listed as the parent on the birth certificate AND whose child is a minor and  the holder of the special parking card. 
For adults whose children hold the special parking card, only the parent listed as the parent on the child's birth certificate may apply for an exemption if, and only if, the child's place of residence is that of the other parent.

Vehicle equipped with a wheelchair lift

Vehicles equipped with an integrated system which permits wheelchair boarding to the vehicle (lift, ramp...).

Procedure:

  • Attach a copy of the proof of the adaptation of a wheelchair boarding system to the vehicle.

Family carers with social rights

Vehicles whose license plate holder (or a person residing at the same address) is recognised as a carerer with social rights. This recognition is granted by your health provider And It allows you to take time off work to help a relative dependency due to their age, state of health or disability.

  • Attach a copy of the recognition granted by your mutual health organization.

Vehicles used for school transport and collective transport of people with disabilities

Category M1 vehicles (cars) with 8 seats in addition to the driver's seat, as well as category M2 (minibuses), category M3 (buses) and category N1-I, N1-II and N1-III (vans) vehicles, which are used exclusively for school transport for the collective transport of persons with a disability, with equipment or goods, as appropriate. The vehicle must have been registered for the first time before 31 December 2025. The exemption remains valid until the vehicle is 11 years old, from the initial registration date.

Oldtimers over 30 years old

Registered in Belgium:

Vehicles that meet all of the following conditions :

  • Registered in Belgium
  • Are more than 30 years old
  • Are not used for commercial purposes
  • Have a Belgian registration plate "O", "1-O" or a personalized registration plate (in accordance with Article 4, §2, of the Ministerial Decree of 23 July 2001 on vehicle registration)

Procedure:

You benefit from an automatic and permanent exemption to drive in the Brussels LEZ. No action is required.

Registered abroad:

Vehicles older than 30 years.

Rental vehicles used for events such as weddings or other occasions

Motorhomes

Vehicles of category M designed to be used as a dwelling, of which the liveable compartment includes at least the following equipment: seats and a table, bunks that can be created with or without a seat, a kitchenette, storage spaces. This equipment must be non-removable. However, the table may be designed to be easily retractable. 


Registered in Belgium:

You benefit from an automatic and permanent exemption to drive in the Brussels LEZ. No action is required.

Registered abroad:

  • Attach any relevant document providing evidence that the vehicle is a motorhome (e.g. a photo in which the number plate is visible).

Exemption for Fair, market, or film production vehicles

Vehicles especially adapted for following activities:

  • Markets and mobile shops: vehicles whose driving element and sales area are in one piece, such as a food truck or a vehicle fitted out for fishmongers or butchers.
  • Fair & parades: the entertainment area cannot be detached from the driving element
  • Audiovisual productions

Vehicles especially equipped for the maintenance and inspection of public installations and infrastructures

These vehicles are identifiable by their bodywork, equipment or other permanent characteristics. The driving element and the functional element must form a single block. This category covers certain utility vehicles, distribution system operators, road service operators and their subcontractors: sewer cleaners, sweepers, cable laying vehicles, tram line maintenance vehicles, etc. These are vehicles equipped for specific tasks and that require significant investment.

Exceptional transport

Vehicles with a valid exceptional transport permit issued by the competent authority.

Mobile cranes

Special category N3 vehicles that are not equipped for the transport of goods and fitted with a crane with a lifting torque equal to or greater than 400 kNm, as referred to in Article 1, § 1, 9, of the Royal Decree of 15 March 1968.

Priority & army vehicles

Military vehicles or priority vehicles (as defined by Article 37 of the Highway Code); i.e., vehicles equipped with one or more flashing blue lights and a special audible warning device. These include police vehicles, for example..

Vehicles used for emergencies

Vehicles used in emergency situations or rescue operations at the request of the fire brigade, police, army, civil protection or road authorities.

Procedure:

The exemption is automatic and permanent. It is granted after the emergency situation. However, if you receive a fine, you can contest it.

Electric vehicles of running on hydrogen

Electric vehicles, hydrogen vehicles and fuel cell vehicles can drive in the LEZ. You do not need to apply for an exemption. However, if your vehicle is registered abroad, remember to register it

Category O, T, C, R, S vehicles

These are trailers and semi-trailers (O), agricultural or forestry trailers (R), wheeled agricultural or forestry tractors (T), tracked agricultural or forestry tractors (C) and interchangeable towed machinery (S), as defined in the Royal Decree of 15 March 1968.

The exemption is granted automatically.

These vehicles are not affected by the low-emission zone access criteria. They can therefore travel freely within the Brussels Region. There are no formalities, whether they are registered in Belgium or abroad.

What you need to know

  • The vehicle's Euro standard determines whether it qualifies for an exemption. Retrofitting a particulate filter does not change the Euro standard, and therefore does not entitle the vehicle to an exemption for the LEZ.
  • No modification to your vehicle's engine can change its Euro standard.
  • There are no exemptions for vehicles used for business purposes (with the exception of those listed above).
